The threat of Deathclaw attacks is a constraint on how you build and staff your upper levels, and it takes some thought. It’s too easy to go rush it twice with 0% chance of an accident. Really, I’d suggest if there was going to be any change it’d be to make it harder to rush a medbay. It also means you need to make sure you’ve got weapons ready, and enough stimpacks and caps to deal with the carnage. A cooldown period would be too easy to exploit, like Oh, I just got attacked, now I can do that Send 8 objective at no cost. When I get one of those Send 8 Dwellers To The Wasteland objectives, I sigh and prep for an attack or two and get it done. It’s there to constrain you from sending half your dwellers out to cruise the wasteland or hang about the entrance with stimpacks in their pockets. The attack is almost always a penalty for broadcasting a radio signal, or sending people in and out. I don’t see why there should be a reward for fending off Deathclaws.
